This fix worked: Go to Western Digital and download the update file. Unplug all USB devices except mouse, keyboard and My Passport drive. Ensure the WD Passport drive is connected to the back of your computer, not a USB 3.0 port, but a backward compatible USB port with the same cable that came with the drive.

Once this fix ran on my computer, Windows 10 suddenly said it found a drive in e:, as after C: and a DVD drive in D:, e: is the port that runs your external Passport.
